So, is Yuan still an end-game tag, or is this decision an exception? Also, the Mongol Empire is most likely one, but I'm not sure about it. I tried to find if there was a file that listed the end-game tags but didn't find it. Yuan is listed ad an end-game tag, though it can form the Mongol Empire (Which has "was_never_end_game_tag_trigger = yes" in the decision file). On the Decisions page is almost the same list, isn't it a better idea to merge this page with the decision page? Should Japan be included in this? You can't form it if you don't have the Daimyo government type, which cannot be gained any way other than starting as one. Learn to look down Junior Byzantium is there under "reformable countries". Also added Byzantium, it was somehow overlooked.
